The bill of rights was about personal liberties needing to be guaranteed. Why would the government guarantee the existence of the goverment-run Army National Guard in the bill of rights?
It's two pronged- it keeps our defense in check, and also makes the government rightfully fearful of the people. It was written as a limitation on the government to de-arm the people. It even says "shall not be infringed"- the whole bill of rights is about what the government won't infringe as a right of the citizens.
