The state has to abide by the Fedral framework, whatever seasons, splits, zones, etc MUST abide by the federal framework proposed by USFWS and agreed upon at national flyway meetings.

Currently that framework doesn't allow for four zones, three is the max. From what little understanding I have I don't get the idea we will get more than three zones anytime soon.

Texas has three zones - North South and High Plains Management (NW Texas panhandle). As a North LA and South Arkansas hunter I can tell you I prefer the Arkansas framework much more than the North LA zones. Never understood why LA can't have a north zone with the line somewhere around Alexandria and then an East and West zone in the southern portions of the state. This allows northern hunters a later season to target mallards and the marsh guys get their early openers.
