It's partly because you know, he plays for City's little brother.
I just think it's a douche move to celebrate against your old team. Torres didn't celebrate agianst Chelsea, RVP didn't against Arsenal and Ronaldo has said he wouldn't celebrate if he scored against United. It's a mutual respect thing and from what I know it's not like Depay and PSV had any kind of falling out. If that were the case then I could maybe understand it.

all those moves had some kind of drama so celebrating would cause a riot much like the video I posted just like if Sterling this season would celebrate vs Liverpool

Exactly if no bad feelings no big deal they celebrate. Plenty of players have celebrated vs their old team like Lewa vs Dortmund but Gotze didn't bc all the drama when he left.
