So you would advocate for theocracy? Throughout history that has not worked out well, and is creating some serious problems in the middle east right now. Civil law HAS TO supersede an individual's interpretation of his/her religious beliefs when it comes to execution of their government jobs, if he/she needs to take a stand, then the simple solution is to step aside. Simple as that. I for one do not wish to see theocratic rule in this country.
