Federal is wrong phrase. National is better.
Again, Republicans came up with the idea that each state having its own standards was stupid and we should all have the same standards, so that kids in Louisiana and Minnesota could move and still be at same level of schooling within each state.
When they cowered to the angry masses, the Feds took over, thereby giving the governors a scapegoat for an idea that is really very good.
