If it's just files and not programs, the easiest thing would be to either put the old PC hard drive as a secondary drive in the new computer, or get an external hard drive case or dock to plug it into (typically $10-$30) and copy the files to the new computer.

Just pull the drive and plug it into the new computer. Problem solved.
If you actually have corrupt data or a drive failure, restore from your backup. Again, problem solved.
If you don't have a backup, you will need to decide just how important those files are because data recovery from a broken drive ain't cheap.
