OP: College is by far the easiest time to meet people. Get out of your apartment. Get away from your norm. Learn to be comfortable hanging out in places that you normally wouldn't spend a ton of time like the Student Union. Go to Fall Fest and don't go home till you've joined at least one club. Seriously, a group like Homecoming Committee takes people from diverse backgrounds like tech, design, or music and throws them together with girls that are into fashion, pageants, music, sororities etc. It's a very easy way to spend a lot of time working with new people towards a common goal.
