The problem with this comparison is that I seriously doubt Port Disney would have ended up like Tokyo DisneySea has. Most people that have been to Tokyo have declared DisneySea to be the best Disney park in the world. Management at The Oriental Land Company has to get a lot of the credit. That's definitely not the same management that was in California at the same time. Port Disney more than likely would have had the same issues that California Adventure faces when it first opened. They would have cut corners and tried to save as much money as possible. I fear that may have been the fate for WestCOT as well. But the plans and concepts for WestCOT look incredible.

They really need to make a new theme park in the USA. They made 3 from 89-01 but nothing in the 14 years since. They have room for about 4 more parks in Orlando.
