SR, I agree, the vid clearly shows his gun was straight and level when he fired.

I don't see any way he was ever drug by the car, unless, and this is a big unless, the driver turned left, hit the/brushed the cop, knocked him down and his (the cop) immediate reaction was that he felt in fear for his life.

"Hey this guy was being uncooperative and evasive. Then, he tries to drive off, hitting me in the process. I've gotta stop this guy."

Just an opinion...
