I think England's actually in pretty decent shape to compete in the next couple World Cups if they can get good play out of their back line.

Oh no doubt. I don't think either country is close to winning one, but I have to imagine that the growth of the game in the USA just might see us getting there before England.
Are there stats to prove/disprove that the game is growing among youth in the U.S.?
