It does when it's been declining every year since 2011 until now (and it's not that much better this year).
You need to work on your reading comprehension. This quote is about the Rangers' record, not Hamels' record.
I know the Phillies suck. So do the White Sox. Yet Sale has double-digit wins in 2013 and 2014 and most certainly will again this year.
Another thing to look at is he gives up a high number of home runs. Part of that is pitching at Citizens Bank, but that same problem exists at Globe Life.
He also had nearly 60 walks last year. With the Rangers bad defense and the hitter-friendliness of Globe Life, you're just setting him up to fail.
I would let the Dodgers have him. Dodger Stadium would help him lower his HR count, and they're going to be in contention for years to come. The Rangers have way too many holes to fill--their window slammed shut in 2011 and they're too stupid to realize it.

No, you do.
Your response was to a quote by tduecen referring to Hamels' record. You were the one who couldn't decipher that.
So, one would be inclined to believe that you were also referring to his record, based off the context of the thread/responses.
