Someone who has been hunting big game his whole life, and has previously been in trouble for illegal practices... I would assume the opposite. Still just an assumption though.

He's already spent a year on probation for improperly hunting a bear. If he's not acquainting himself with the regs then he's pretty reckless. And it's not some arcane rule that he broke. If it's punishable by 5 years in an African prison to kill a collared animal, you dang sure check for a collar before you shoot it.

I still think more blame lies with the guide. No way he didn't know what he was doing.
