WHat is the PBI?

All kinds of trouble with the PBI. No surprise

quote:

Police Board of Inquiry (PBI).
The PBI consists of police officers sitting as a panel with the case presented by a police officer called the police advocate. The charged officer is entitled to counsel, who is retained by the Fraternal Order of Police (FOP) and paid by the legal defense fund provided by the city to the union pursuant to the collective bargaining agreement. (The police department is the only city union that utilizes its legal defense fund to pay for counsel for disciplinary matters.)...

However, in most instances the case is heard de novo, including presentation of evidence heard previously by the PBI. The arbitrator is free to make new findings regarding the facts, reject the punishment and assess a different punishment, even if the facts as charged have been proven, on the grounds that the original punishment was arbitrary.
Lacking Efficiency
The Task Force Report states that nearly fifty percent of the disciplinary measures issued by the police commissioner are modified in some manner. Fraternal Order of Police attorneys estimate the percentage is much higher. The IA Report states that in the cases it reviewed at least thirty-eight percent of the officers dismissed were returned to duty by the arbitrators.
And the disciplinary process is not efficient. The Task Force Report states that the total time from initial complaint to arbitration decision averages 519 days, and it can take as long as three years.

When I was in the Navy teaching small arms combat we would teach the recruits that if they went through one week of this school they would have more training than a cop of 20 years. The average american has no clue what these stressfull situations take.

I was not being a dick, like you. This is not North Korea. There is a massive difference between the two

Imagine that guy at work that no one can stand. The guy you would beat if you could but instead you avoid him because you dont want to lose your job. These cops have to deal with "him" everyday, all day long. In fact they not only have to deal with him but in a hostile manner.

But these cops are that guy too. Seriously, travel to Philadelphia. It has the most ironically nicknamed city of all time. It's like Charleston WV having the town slogan of "America's Cosmopolitan City". In fact, I think years ago some average joe stopped in, a bunch of Philly people kicked his arse for simply thinking their cheese steak was slightly overrated (which it is), and when he left the bar, he sarcastically says that they're clearly the city of brotherly love, and they were so fricking stupid that they thought it was true and adopted it as their motto.

What does that have to do with being respectful to cops?

Because they steal 6 million dollars from their citizens a year. NYC doesn't even go into the 6 figures in civil forfeiture, but a city 1/5 the size and 1/50 the relevance somehow seizes 60 million dollars in 10 years? Where the frick are they? Are they in Columbia or Pennsylvania? They are the single most corrupt major police force in the nation and don't deserve your respect.

So pay cops more than 14 dollars an hour and the quality will go up. Only in America do we pay a pitcher 500 thousand a game but the police get a little above min wage.

I agree there are tons that are shady but that doesn't change the fact that if you are polite and respectful they will act the same way towards you.

I believe you but this is human nature. Me and my guys were jumped in Italy because someone said we spit on them (we did not). I got hit in the head wih a beer bottle. I should not have been in that bar. I hold myself accountable.

Just dropped by to say, based on all of your post you probably deserved to get hit in the head with a beer bottle.

Did you have a bad experience with police?

I've had good and bad experiences with cops.

At no point during any of these experiences did I think "I sure am glad this prideful oaf has unchecked power over me."

Looked like the cop dug in the bad guys' pocket before punching him. As the dirty guy was going down, the gun is in the cops hand.

SLow motion shows he pulled it out of his own pocket. Gun charges against the perp were dropped.
