They had a similar problem like that in my town. It wasn't a mobile home park, but very run down apartments. They paid the owner for the water which was included in the rent. But for some reason the water didn't get paid....similar situation happened in Kansas.
Feel sorry for people like that. They pay their rent, which includes water, then come find out the water bill is 6-12 months behind and will cost a lot to get turned on.

I had to write a letter of medical necessity for an elderly lady to have her water turned on last year. The people she rents from had unpaid debts and even tho she was current on her rent payments (which included water) her water was cut off until the owners paid something around $700. She was able to get it turned on with the doctor's note tho. That avenue is always available for the tenants
