Actually quite the opposite. Shitty teams don't want to bring big prospects up because it starts their arbitration clock and shitty teams have nothing to gain by bringing up prospects. In Philly's case they just may want to prevent their fans from burning the place down and their GM is desperately trying to keep his job.
