This image of a defenseless teenager having police dogs sicced on him went "viral" in parts of the country that were shocked at so visceral an image. Kennedy (like Eisenhower before him) was happy to this point to leave civil rights as a "states issue", effectively turning a blind eye to the evils of Jim Crow. However, world politics changed everything: Russia was successfully using images such as this to score political points against the US (how dare you criticize OUR record on human rights when you are doing things like this to your own people?), and ultimately, Kennedy and then Johnson realized federal intervention was required. The CRA and VRA passed within 2 years.
