Eglin's runway is pointed directly at Destin, so technically you're supposed to contact Eglin before departing Destin. There's even a sign at the end of the runway saying to do so but a lot of pilots, believing Destin is an uncontrolled field because it doesn't have a Tower don't do so. You really have to be on your toes there.
ETA: I haven't flown in 4 years so I'm not really up to speed on how it is now.

There is a whole procedure for that place. A common radio frequency for talking to pilots entering the pattern and taking off and then yeah you have to contact the AFB as well.
I actually have a Florida airports manual on my desk right now.....

Use exrtreme vigilance due to close proximity with Eglin AFB located 6nm NW of airport. Depressions exist along sides of runway, 14/32 has a 200' stopway.
ATIS - 133.925
CTAF (the one you talk to the other pilots on) 123.075
Gnd - NA
Tower - NA
Approach - 132.1 or 119.0
departure 132.1
FBO on site - Miracle Strip aviation 850-837-6135.
weather 866-523-7229
Sectional - New Orleans.
no real procedure other than to contact the AFB and use the CTAF in pattern.
