I would assume the police would want to talk to the person who dumped his dead/dying "friend" in a parking lot.

I know of one person in the last couple of years who had a few friends over and some were shooting up. He left with a few to go out. Came back the next day, or maybe even longer, and found two OD'ed and dead. Called the police and he ended up in jail. No extra quantities were discovered, to suggest he had supplied or was providing or selling.
I'm not sure what the official charges were. All I know is he is in jail.
