From my limited experience:
Inside the actual District (anywhere other than SE) is still more expensive than Seattle. But Seattle has a much more self sustainable thing going on, which lowers the price of a lot of things.
For instance my energy bill is substantially lower in a bigger house here.
Public transportation is no where near the same convenience it is in DC, but Seattle is also way more spread out.
I guess it is close to the same when considering everything, but I think I was spending more money per day in DC.

Which has worse traffic? DC or Seattle? To me, DC traffic is worse than any other city I've been to. Ive never been to Seattle though.
