U have 6/7 of the top 20 markets in the Small market division?????
If they are top10 market and cannot compete, frick them, they become fodder for rest of big clubs. Always need fodder for the big and middle table clubs.
And St.Louis would go in Small Market. There are 22 teams who are in larger market than Cardinals.
