Explain to me how MOT. Not being contrary, I just don't know how this program of Vandy's works, but it sure seems like TOPS gives LSU an advantage over most, freeing schollies for big time out of state players.

TOPS is obviously limited to in state players, only covers tuition (plus a stipend depending on the level) and not the full cost, plus LSU has no control over who is eligible/qualified. All I know about the Vandy program is what was posted earlier in the thread. It looks like their "institutional" formula determines the amount of aid and it isn't limited to Tennessee residents.
