I would NOT eat at Irma's if I'm planning to be away from home for the three hours or so.
There are plenty of surface lots in the $5-10 range if you're willing to walk about five blocks. Be careful about street parking; no matter how legal that metered spot looks, there might be a sign posted that will somehow get you a parking ticket.
