He appears void of the ability to distinguish between criminal element and good citizen. He sees LEOs and family vs everyone else.

He clearly says that the majority of the citizens are good and they stand behind the police so he can obviously distinguish the difference. Don't let a terrible hair cut cloud the statement he is making.
