Because it's optional. There's no burden on me to comply with a cop except when it's legally required of me.

For the same reason I don't consent to searches, waive my grand jury rights, and forget about my right to avoid self incrimination.
Further, if I don't have anything to hide and I am a law abiding citizen, why would an officer ask me to comply to begin with?
