Good thread OP as I'm also considering Houston (also Ft. Lauderdale and a few other cities) and my important factors are about the same.
My destination would be a little west of downtown and closer to Memorial Park/River Oaks area. Sugar Land looks pretty good. Woodlands is out of the question.

FYI, 610 at the Galleria has easily the worst traffic in Houston. A commute from Sugarland to Memorial park/RO is destined to run into that shite show.
If you plan to car pool though, you should fly in/out on the HOV and can avoid 610 if you just get off at Edloe.
