The restaurant I managed began to charge for extra dressings because people would routinely ask for three or four ramekins of dressing and then only use 1 1/4. Then you have the people that order extra dressings for their to-go orders so that they can keep the extras in their fridge ("Yeah, I need four house salads with eight dressings, one ranch, one french, on italian, and five bleu cheese.")

When you routinely see untouched "free" food going in the trash, you end up doing something about it.
