So go buy a mailbox and ask to be reimbursed. If they say no, then you would've had to go buy one anyway.

As far as the TP and paper towel holders, get some nice ones and take them with you when you leave. You'll eventually have to buy some yourself anyway.

I'd ask about the blinds from the LL.

To clarify, I think the mailbox and the blinds are on the owner. But if you don't want to risk missing mail, I wouldn't let their procrastination keep me from going buy one for the time being.

I've already bought and installed the toilet paper and towel holder myself and also blinds on all the windows. I just wasn't sure if that was something I could get maybe get the $100 back for or not. Guess it's at least worth asking. Worst thing she'll say is no.

The mailbox is something totally different. She said she would get on getting it installed last week and here I am seven days later and I still have no mailbox. I'm not home a ton because of work so going and buying one myself and doing it would just be a real pain in the arse.

I'd be more prone to ask ahead of time. Asking something along the lines of "I think there are some very minor improvements that can be done to really improve the unit (blinds, mailbox, etc) and I am willing to purchase the materials and do the installation. Do you think there is any way some or all of the costs could be taken out of rent if I offer to do the labor?"
