Because humans beings are huge hypocrites. It just so happens that the majority likes horse racing but doesnt like dog dighting or cock fighting so we made one illegal and the other not. If I whipped my dog in public I may be arrested actually

Bull fighting is somewhat chicken shite with how much they Frick up the bull before the matador fights it. However they make up for it by letting the bulls mow down clowns in Pamplona.
Dog fighting is disgusting and inhumane given dogs place in our society. Dogs have so much loyalty and love for mankind I can't see fighting then for sport. Cock fighting is whatever, we slaughter chickens by the millions for food, let the roosters fight. Heck if we made it legal it may curtail dog fighting.
