He's not asking him to shut it down. He's asking him to not do this one thing. I bet if it was something he did once in a while, he'd get no complaints. But doing it everyday, no matter what the time and even without kids can be annoying. Guys got a right to make noise. But just because you have the right, doesn't always mean you necessarily should do it.
What if your neighbor just decided to run his chainsaw at the edge of his property line right by your living room window? Just wide arse open from 5 p.m. to 7:30 p.m.. There's no law stopping it, but it would be annoying as frick and I'm sure you'd eventually have enough of it. So although I agree that guy isnt doing anything wrong, I also see how the OP would have enough and politely ask his neighbor to not do that.

I guess the neighbor should abandon all hobbies which don't involve a dark room and headphones.

Yeah, I'm not saying that the OP is in the right here, 7pm is excessive. And frankly, just because he has kids doesn't mean the neighborhood has kids.
At the same time, the neighbor didn't have to be such a dick about it. He has the right to be out there (I'm assuming, don't know the law on RCs on the street), but if my neighbor had an infant and came to me politely and brought up the issue, I would like to think I would at least make an effort to help him out in the spirit of being neighborly.
And I'm sure it's been discussed, but what adult plays with RC cars? I'm surprised there hasn't been a "is it trashy" thread on it. My vote is trashy.
