Cocaine is one of the most prevalent substances on money. $800,000 worth of 100's should have plenty of Cocaine on it. Also, large amounts of drugs were probably transported for a good amount of time in the vehicle previously.
Civil forfeiture and criminal charges are completely different and separate apparatuses. The police don't have to reveal the specific evidence they have to prove the standard (clear and convincing evidence) to the media or you. That's for the defense to dig up during discovery. Make them work for it. With most money seizures, several reports are run such as FinCEN and wage reports. More information may have come from the debriefs than was written as well. Kudos to TPSO for taking the dealer's money. Even if they have to give it back, it's a great intel pull and inconveniences the dealer/transporter/cartel.
