i will say you could just dive into civil war if you have watched the movies and read any avenger arc in the last 15 years. Unless you read a lot of back story stuff some of the stuff in civil war is going to leave you scratching your head. You will know the main characrters, and who they are outside of reed richards (unless you have read FF). But the only thing you need to know is reed richards is a dick
Winter solider is worth reading though, certainly better than civil war. IMHO might be one of the best marvel arcs ever, but I really like ed brubaker.
eta: You will kill yourself if you try to read all the civil war stuff. There is just too much stuff in there. I would just focus on the main civil war arc, and the cap america run, xmen, and the FF. The road to civil war is worth reading too.
