The thing about New Orleans that differs from Atlanta, Memphis, Baltimore and such is that you are really packed and intertwined in there. It could get very bad in New Orleans.
Very close to the 9th ward is the booming and rejuvenating Marigny/Bywater. Uptown and the Garden District boasts grand and majestic estates. In reality, they are only a block or two away from Section 8 housing. The expensive and nice Warehouse/CBD area is a stones throw away from Central City. Hollygrove is right there by Carrollton and Mid City. It's not just "the 9th ward". Central City, Holly Grove, sections of Tchoupitoulas and the Irish Channel are not 9th ward.
It could get really ugly.
