I think the law says if you build a high fence, you can only enclose 3 sides for a certain period of time before building the last side to allow native deer the chance to stay or go.

If there was something new similar to this the surrounding land owners would be smart to rent a helicopter and try to flush deer out before the 4th fence goes up
