Like what? Public/private land use issues? Because it has been settled in the courts. There is no way to win this issue without the right fact pattern to overturn whatever your problem is. (whatever a win is depends on which side you're on)

There is no quick explanation, but I'll try to summarize best I can. Others may have more insight. When all of this overbearing federal BS started, LA saw that the feds were basing snapper seasons on bunk science (i.e. we have snapper everywhere). Anglers were losing days, the economy losing money.
LDWF started to push back. Instituted their own season within state waters. Lobbied to extend state territorial waters out to 10 miles (previously it was 3). Feds recognize their jurisdiction as three miles out. State claims 10 miles out. Since LDWF is basically the only real enforcement arm for federal fisheries, LDWF is not enforcing snapper possession within 10 miles even though the feds claim to control that 7 mile buffer.
This is/was all part of LA's/Gulf States' attempt to get regional management of the gulf.

I'm sure someone has but see above. The LDWF mostly enforce and the feds do not have the enforcement resources.

If you are caught with snapper out of the Federal season, you could be ticketed, boat seized, whatever.
