I agree with you, however the grapevine says Hawkeye is fully fleshed out this go around.

As far as the big 3* going forward what happens in their solo films (although civil war fricks up this notion) should reshape the character(while of course standing on it's own),then with the next Avengers film, the audience should understand where those 3 are coming from while the other Avengers really get the meat of development...and then those events shape the big 3s following film.

This is kind of what they've been doing, but if rumored that 1 of the Phase 2 films is being retconned out in a ways then the solo films lose emphasis.
