You need to learn how to eat. All of that starch is turning into sugar in your system, on top of the sugar and carbs you eat, causing you to stay hungry.

I cook once a week, enough food for lunch and dinner for the whole week except maybe friday dinner or friday lunch and dinner depending. Cook breakfast every morning. Meals usually come out to 5-10 bucks per meal but it's more food than I'd get ordering from somewhere, and there's nothing worth a shite close to school where I usually until pretty late. Breakfast is cheaper than that, cup of oatmeal, scoop of peanut butter and a few eggs.
I also usually buy a meat that's on sale that week to cook, not buying fricking fresh tuna, so that helps.

I cook about 5 times a week. Been avoiding fast food for about 2 years and I like to have a home cooked meal for my son when he's home.

6 nights per week. You learn how to cook faster and won't have to buy individual ingredients if you cook often.

I don't remember the last time I sat down and ate at a restaurant. If I don't cook at home I'll swing through a fast food joint or get carry out which is also rare. I just don't like being around people. I like being alone.

For one, being able to cook meals is so much healthier than the shite you get at restaurants. Second, the more and more you cook, the better you'll get at finding tasty, cost-effective meals. If I spend $15 on ingredients for a meal, like the OP, you better believe I'm getting multiple meals out of it.
ETA: unless it's some occasion, I tend to avoid going out to eat.
