Yes. I would expect a defense with 1/3 of their projected lineup to be first or second day pics to be better than that.
It wasn't bad, but for a Power 5 conference team, I think a 39th ranked defense is mediocre or maybe a better term is underachieving.

there are non power 5 teams in the rankings too.
