If he can do the work himself it might be done (minus the appliances). Putting down flooring isn't hard, just time consuming and requires a lot of care. Refinishing cabinets isn't expensive, just requires TLC.

The granite or other solid surface will cost but depending on how many feet he wants that could be under his budget. I doubt new appliances make sense at this time given his budget and other wishes tho.
