You will get 10 different answers from 10 different people. But generally speaking, you need approx 1.5 mbps to stream video (about 5.0 mbps to stream HD).
I have Eatel (limited areas available of course) and I routinely get 25-30 mbps download for $43/month. Looks like I signed up during a special time because now it is $63/month.
If it is just for social media and youtube videos then it should be fine. However, once he is old enough for internet porn you need to bump up that speed. Aint nobody got time for buffering.

This is what I've always heard...this would be worth the switch for my situation.
