Some of these guys will always find a way to blame the cop for everything.
Yes, the cop should have been wearing his seat belt. But I have absolutely no issue with this. The cop's death is a direct result of these guys' decision to run.

Yes, they are not immune to the law. It is not the fault of the perp that this officer was unable to maintain his vehicle on the road during a chase. If he did not know how to drive during a chase, he should not being chasing perps at high speeds.
