Checked to see what the problem ended up being. It was sticky butterfly valve and clogged fuel injectors from bad fuel. Got it cleaned up and it worked. I think his issues with not getting it fixed was that he had both issues. they fixed the valves, but overlooked the injectors.

You would think with bad gas it would run bad though. I hope it's a throttle cable issue.
