Admittedly I have not followed the NBA draft since like ever... but I seem to recall a rule that NCAA players could return to school if they did not like their draft position as long as they did not sign an agent. Is this still true?

And if so, is there any confirmation that either has officially signed an agent? Or have they just declared for the draft at this point?

technically, yes I believe it is. the rules and timetable for declaring and then withdrawing keep changing though, and the last I saw if a player declared, he only had until the spring signing period (which is late April I believe) to withdraw. issue with that is the player wouldn't have much chance to get feedback.

there's a proposal out to tweak things again, pushing back the withdrawal date until after the combine and making the combine invite-only. if you don't get invited to the combine, that's a good sign to stay in school. if you do, you get evaluated and can make decision from there.
