It's the fan motor out. It's not spinning the fan when at idle. When you get up speed the wind spins the fan making it blow.

Yup, but ask for an HVAC blower motor. If you say fan motor, they'll probably hook you up with a radiator fan motor.

Not sure if this Is a serious response. You may be confusing the cooling fan with the blower.

It could be the resister on the blower motor as was mentioned in the other post, but it'll usually go out completely for particular fan speeds. Unlikely to cut in and out with the rpm of the engine.

Yep, happened with my beater truck a while back. Drove it like that for 2 years. Getting stuck in traffic in the summer was awful.
