Could be Dekayi, but pattern isn't visible. Might be a Rough Earth snake, also very small when adult. Could even be a Redbellied snake (Storeria occipitomaculata). Hard to tell with picture not focused well.

I was looking on my phone earlier, but I think you are right on the rough earth. Like you said with the pic quality there is no discernible pattern. The head shape does scream rough earth though. Of course the head could be a little squished and there could be a pattern that the blurry photo doesn't reveal.

I say based on what we have to look at...rough earth.
