They need to poll the NFL players to see what percentage would even consider playing for a London-based team.

I can almost guarantee you that this violates the CBA in some fashion.
And it would require a decent concession from the owners in their new deal to make this happen.
Not saying it won't happen, but it's not as easy as saying, "hey, we want to move a team there. ok great, let's do it." that DS is trying to make it seem.
