Really anything. Open space for passive recreation that doubles as stormwater detention. Skate park. Cyclocross trails. Archery. R/C planes/cars. Ropes course. Adventure playgrounds. Urban agriculture. Whatever. Hell, in school we studied parks with places for prostitution and heroin (not recommending that here ). I don't have the answer to what it should be. That's what public design charrettes would be for.
