Not a fan of the Johnson on the back of the four wins. I am a fan of VIP even though the company is now defunct they made great boats. Your problem is without a motor you won't get a good motor for that boat for $1000 so it will be a budget buster. I would see what you can find for motors and make your decision based on that. If you can find a motor for 2K and get the boat for $4 the VIP might not be a bad option. If not likely want to look harder at the other one but I think you can do better than it.

I would not buy either of those for what you are wanting to do.

The VIP is in my opinion a better layout / style for yuor goals, but no motor on it. Get something running, especially if this is your first boat.

The guy selling the vip repairs and sells outboard motors. He said he pulled his kids behind the boat with a 115 on it originally. He said he could put a decent motor in it for a total package of 6500, hoping he could go to 5500-6000 for me.
I know vip went out of business, but heard they built pretty good boats.

The deck boats look like a good layout for what we are looking for.
