Well, I won't pretend to know the law as well as a police officer, but I'm pretty sure that's BS. I know someone who was an Atlanta policeman for 22 years, and he told me there's only 4 moving violations you can get in trouble for on private property like a parking lot; DUI, hit and run, vehicular homicide, and laying drags. Those "No through traffic" signs are completely bogus and don't mean anything legally. YOu don't even have to stop at the stop signs (within reason of course, you can't just mow people down if they're crossing).
I got in a wreck once because someone was pulling out of a shopping center driveway that was marked as "Exit Only" and the cop told me that since it was on private property they couldn't do anything legally to her for going the wrong way.

Cop was wrong. Reckless driving applies on both public and private property.
Also, regardless of traffic citations, insurance law and negligence applies on private property.
