Same reason why everytime there is a half way decent position with a white manger they hire majority white, because they believe in giving people of like race the opportunity first. Not saying it's right or that she is actually discriminating against I'm just saying how often do you question a white manager for having a full staff of white people too. Make sure you evaluate your work and before filing a claim and also sit down with her and ask how can you be better because you like your job.
