The only people who believe in the "not good test takers" excuse either A) have done shitty on standardized tests themselves or B) have a child who does shitty on standardized tests.

I have found standardized test scores to be a pretty accurate indication of intelligence. No one intelligent I know did poorly on a standardized test. Being nervous might cost a point or two but not 10 on the ACT. When I hear people say "I am just not a good test take" I actually hear "I am just not as smart as I thought I was or I want you to think I am."

A 17 for a 10th grader taking it for the first time is right for an average student.

What grade is he in? The thing to look at are English and reading. The math either you know or you don't. The science is damn near all strategy. He might nit of had yet. If he's s senior...... Yikes.
